This is a HORRIBLE mechanic in a game like this. And it seems once you run in to those enemies, every second enemy you fight can do it. I think it's when I started to run in to enemies that could full heal themselves. It's surely not the difficulty, as Dark Souls is much harder. They have a wide area of effect and deal a ton of damage.So, the more I play this game, the more I realize.I'm not not having a lot of fun. His most devastating attack is the long range sword swing where he swings his sword in the air in wide arcs, sending out horizontal slices of energy. Don't worry about his sword causing damage during this attack as the bolts only come out of the tip of the sword, limiting his range to whatever is outside its reach. When he does this you have a solid 2-3 seconds to get close and strike while he is occupied. When you see him raise his sword in the air and shout a war cry he is about to send out a projectile attack by lowering his sword and firing bolts out of it.
On the offensive side his basic attacks are a lunging stab and a classic two-swing strike with his longsword. These are avoided relatively easily by backing away from him as he winds up for the counter-attack.
If you stray too close, he will do one of two moves, with one being a simple shield swing to knock you back and the other a shield slam into the ground creating a small shock wave around him and magic projectiles that fall from the sky. Thankfully he does several attacks where his shield is moved out of the way, leaving himself open to be attacked. Much like the first boss, the Commander has a giant shield that will block basically any attack, so you must wait for him to open himself up. The Commander fight is a bit different from the first boss, as he's a bit more cautious and doesn't become more reckless as the fight goes on, so be careful!
